COLs Juvenile Justice Extension

The Polytechnic University of the Philippines College of Law (PUP-COL) recently extended its partnership with the National Youth Commission (NYC) in implementing Republic Act No. 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006.

The said Republic Act signed on April 8, 2006 provides for the Youth Legal Aid Program (YLAP) which seeks to provide legal assistance to youths with pending cases and those who are deprived of their right to competent legal representation merely because of indigence.
The tie-up was spearheaded by Atty. Fernando M. Peña, Chief of the University Legal Counsel and a COL professor in Clinical Legal Education (CLED). All the third and fourth year PUP law students are required to put into practice the provisions of YLAP.

"We must make sure that these youth offenders are not mingled with the hard criminals because their being in their tender years make them very sensitive and volatile," said Atty. Peña when asked about the goal of the project.

YLAP covers cases within the original and exclusive jurisdiction of the Family Courts (Republic Act No. 8369 and Family Courts Act of 1997) where the offender is below 18 years of age. Under the law, there would be automatic suspension of the case if a youth offender at the time of the commission of crime is over nine (9) but under eighteen (18) years of age and he shall be endorsed to the custody of the DSWD.

At present, thirteen minor offenders have been assisted by the YLAP PUP-COL Chapter. The said law students visited and coordinated with the Department of Social Welfare and Development, family courts, police stations and detention centers to check on the records of the alleged youth offenders.

Dean Roseller S. Dela Peña supports the said endeavor of the college and he said that positive feedbacks were received from the law students' extension program.

The National Youth Commission (NYC) is the government's sole and lead youth policy making and coordinating agency created, existing and operating by virtue of Republic Act 8044.

The NYC is represented by its Chairperson and Chief Executive Officer, Richard Alvin M. Nalupta.

PUP Inroduces Easy Access to Information

President Dante G. Guevarra has announced last January 23 that the Polytechnic University of the Philippines (PUP) can now process the documents requested by its graduates in only five days.
Dr. Guevarra pointed out that before PUP acquired this state-of-the-art technology, it took about two months or more to process the transcript of records (TOR), diploma and certification of graduation applied by graduates.
"Now, the processing line is not only shortened drastically, but the requested documents can also be delivered to the applicant's door-step," the president of the country's largest state university said.
Explaining further how the system works, Vice President for Student Services Juan C. Birion said that two systems are open to graduates who would apply for their documents.
The first option is the fast-lane to be used by those who have easy access to the University's main campus for they may go directly to the Registrar's office for the application.
However, those who are residing in the country's far-flung areas and those who are working or residing abroad can avail of the online system and get their documents in only five days.
University Registrar Melba D. Abaleta, on the otherhand, gave the PUP News additional information on how the new technology acquired by PUP works.
To convince the PUP Board of Regents (PUP-BOR) to approve the adoption of the fast-lane and on-line system in requesting the alumni's documents and its schedule of fees, Ms. Abaleta said the system, which is made possible thru the modern technology, will serve the PUP alumni better whether residing locally or abroad. The documents applied for can be delivered at the shortest possible time to the applicant's doorstep. Furthermore, the registrar can easily update documents.
The technology was acquired by PUP thru the memorandum of agreement forged with the Dun & Bradstreet Philippines, Inc. Under the agreement, the company will provide the University's need for an electronic document imaging and document management service for its student data records digitization.
The four-page agreement was signed by President Dante Guevarra for PUP and Mr. Jaime Y. Ladao, founder and president at Dun & Bradstreet Philippines, Inc.
The said incorporation, according to Registrar Abaleta is the world's largest and most comprehensive database in more than 100 million business entities.
Under the same MOA, PUP will provide the venue for the scanning activities and the staff which will perform the sorting and grooming activities of documents like the TOR, diploma, picture and other documents which are usually needed by the alumni.
Ms. Abaleta, however, pointed out that those who could apply the five-day duration of processing are those who are applying for the second time or more because a new graduate will wait for at least a year before he can get his documents.
